An Army civilian assigned to U.S. Army Contracting Command has earned the 2017 Elmer B. Staats Contracting Professional Excellence award.
Adam Goldstein, 408th Contracting Support Brigade, civilian deputy, Camp Arifjan, Kuwait, received the award, on July 26, during the National Contract Management Association World Congress at the Navy Pier in Chicago. The Staats award recognized his significant contributions to contracting operations and acquisition policy.
"More than anything else, this award reflects the fantastic work that the uniformed and civilian staff of the 408th do every day to support the warfighter throughout the CENTCOM AOR" said Goldstein. "I am extremely appreciative of the flexibility and mentorship that both the brigade commander and (Expeditionary Contracting Command) command team have provided me throughout my assignment with the 408th. Both factors undoubtedly set the conditions for me to succeed as a leader within the acquisition enterprise."
Col. Michelle Sanner, then the 408th CSB commander, said in the nomination packet that Goldstein had provided indispensable leadership to the organization.
"His expertise in both contingency contracting and acquisition workforce development have been nothing short of critical in enabling the 408th CSB's execution of its mission providing effective and compliant acquisition support to Operation Inherent Resolve, Operation Freedom's Sentinel, and Operation Spartan Shield, " She said.
He has been in his current position, and in Kuwait, since 2016. According to Sanner, Goldstein is the Army's senior civilian contracting official within the U.S. Central Command area of responsibility. He provides senior technical oversight to three contracting centers and a headquarters staff of 180 military and civilians, geographically dispersed across seven countries. With his technical guidance and oversight, the 408th CSB team executes more than 2,300 actions annually valued over $400 million.
Goldstein is the third ACC employee to win the award. The Procurement Round Table website lists James Michael Owens, division chief, Utility Helicopter Directorate, ACC-Redstone Arsenal, Alabama as the 2013 winner and the 2011 winner was Amber L. Caulkins, contracting officer and team leader, ACC-Rock Island, Illinois.
The Procurement Round Table, in cooperation with the National Contract Management Associations presents the Staats award annually to a federal acquisition professional who has contributed significantly to contracting operations or acquisition policy.
The PRT is a nonprofit organization chartered in 1984 by former federal acquisition officials concerned about the economy, efficiency and effectiveness of the federal acquisition system. Its directors and officers are private citizens who serve pro bono with the objective of advising and assisting the government in making improvements in federal acquisition.
When he is not deployed to Kuwait, Goldstein lives in Denver with his husband, Travis Shiverdecker, and their three dogs.
